Pradhan Mantri Matsya Sampada Yojana (PMMSY) is a flagship national umbrella scheme launched by the Government of India in 2020 for the sustainable and responsible development of the fisheries sector under the Blue Revolution initiative. In West Bengal, the scheme is executed through the Department of Fisheries, Aquaculture, Aquatic Resources & Fishing Harbour to bridge critical structural gaps across the fisheries value chain—from fish seed production, inland aquaculture, and marine capture to post-harvest cold chains, modern fish transportation, hygienic retail kiosks, and livelihood security. PMMSY is structured under two distinct operational components: (1) Central Sector Scheme (CS), fully funded by the Central Government for national projects, mariculture, deep-sea fishing, and international trade logistics; and (2) Centrally Sponsored Scheme (CSS), co-funded by the Centre and the State for beneficiary-oriented and infrastructure sub-projects. Rather than a flat universal percentage, PMMSY provides activity-specific financial assistance based on approved unit costs: up to 40% of the unit cost for General category beneficiaries and up to 60% for SC, ST, and Women beneficiaries, with the remaining balance financed through beneficiary equity and institutional credit. The scheme actively promotes high-tech aquaculture like Biofloc, Recirculatory Aquaculture Systems (RAS), cage culture, and the formation of Fish Farmer Producer Organizations (FFPOs), alongside seasonal lean-period livelihood and nutritional support for traditional fishers.
Government assistance under PMFME is not a flat percentage across all items; it is calculated strictly based on prescribed official unit costs with differential subsidies for General (40%) and SC/ST/Women (60%) categories.

PMFME operates via two channels: (1) Central Sector Scheme (100% Central funding for national institutes, deep-sea fishing, genetic enhancement, and digital traceability) and (2) Centrally Sponsored Scheme (Co-funded by Centre & State for individual aquaculture, hatcheries, Biofloc, RAS, cold storages, transport, and fish markets).
Prescribed Unit Cost = ₹7.00 Lakh/Ha. General Subsidy (40%) = ₹2.80 Lakh. SC/ST/Women Subsidy (60%) = ₹4.20 Lakh. Beneficiary Share = ₹4.20L (General) / ₹2.80L (SC/ST/Women).
Prescribed Unit Cost = ₹7.50 Lakh. General Subsidy (40%) = ₹3.00 Lakh. SC/ST/Women Subsidy (60%) = ₹4.50 Lakh. Balance funded via own equity & bank credit.
Prescribed Unit Cost = ₹25.00 Lakh. General Subsidy (40%) = ₹10.00 Lakh. SC/ST/Women Subsidy (60%) = ₹15.00 Lakh.
Insulated Truck: Unit Cost ₹20.00 Lakh (40% = ₹8.00L; 60% = ₹12.00L). Three-Wheeler with Ice Box: Unit Cost ₹3.00 Lakh (40% = ₹1.20L; 60% = ₹1.80L).
Beneficiary Fisher contributes ₹1,500 over 9 months. Central + State Governments contribute ₹3,000 matching grant. Total ₹4,500 is disbursed in 3 equal monthly installments (₹1,500/mo) during the 3-month ban/lean period.
PMMSY is a fisheries development and capital asset creation scheme. It must not be confused with West Bengal’s Matsyajibi Bandhu (death compensation), Matsyajibi Credit Card (KCC working credit), Fishermen’s Old Age Pension (₹1,000/mo), or Banga Matsya Yojana.
PMMSY supports the collectivization of fish farmers into FFPOs to enhance collective bargaining, direct institutional market linkage, and input procurement. MoFAHD set a national target of 720 FFPOs, with 50 allocated specifically to West Bengal.

Fisheries officials conduct on-site physical verification of the water body/premises. Eligible proposals are cleared by the District Level Committee (DLC) and State authorities.
Upon sanction, the beneficiary implements the infrastructure. Following milestone-based joint physical inspection and geo-tagging, the subsidy is released directly via DBT / loan account.
Subsidies under PMMSY are back-ended and milestone-linked.
