FSSM is for power-operated machinery (power tillers, tractors, reapers). OTA-SFI is for small manual/battery tools (up to ₹10,000). FMB/CHC are collective hiring hubs. Krishak Bandhu is bi-annual crop assistance.
Matir Katha Portal & Departmental Administration
The scheme is administered by the Assistant Director of Agriculture (ADA) at the Block level and Deputy Director of Agriculture (DDA) at the District level via the official Matir Katha portal (matirkatha.wb.gov.in).

Standard Eligibility Requirements
- Must be a small or marginal farmer residing in West Bengal with cultivable land ownership or recorded sharecropper (Bargadar/Patta) status
- Small Farmer: Landholding between 1 to 2 hectares (approx. 2.5 to 5 acres); Marginal Farmer: Up to 1 hectare (up to 2.5 acres)
- Must possess an active single-holder savings bank account linked with Aadhaar for DBT credit
- Must NOT have received FSSM/farm mechanization capital subsidy within the prescribed cooling period as per current Agriculture guidelines
Not Eligible:
- Medium and large landholding farmers owning more than 2 hectares of cultivable land.
- Farmers seeking small manual hand tools (sprayers, cono-weeders) — which fall under OTA-SFI, not FSSM.
- Purchases of uncertified, non-tested machinery from unauthorized non-empaneled dealers.
