One Time Assistance to Small and Marginal Farmers for Purchase of Small Farm Implements (OTA-SFI) is a core component of the Farm Mechanization Scheme administered by the Department of Agriculture, Government of West Bengal. First introduced on 12 February 2013, the scheme specifically caters to small and marginal agricultural landholders who require cost-effective, non-power or small-scale farming tools to improve farm efficiency. Under current 2025–26 Farm Mechanization guidelines, OTA-SFI provides up to 50% subsidy (capped at prescribed implement-wise ceilings, generally up to ₹10,000 per beneficiary) for the procurement of approved implements such as battery/knapsack sprayers, cono-weeders, drum seeders, manually operated paddy threshers, seed drills, and intercultural equipment. Matir Katha Portal & Departmental Administration
The scheme is administered by the Assistant Director of Agriculture (ADA) at the Block level and Deputy Director of Agriculture (DDA) at the District level via the Matir Katha portal (matirkatha.wb.gov.in).

Standard Eligibility Requirements
- Must be a small or marginal farmer residing in West Bengal with cultivable land ownership or recorded sharecropper (Bargadar) status
- Small Farmer: Cultivable landholding between 1 to 2 hectares (approx. 2.5 to 5 acres); Marginal Farmer: Up to 1 hectare (up to 2.5 acres)
- Must possess an active single-holder savings bank account linked with Aadhaar for DBT credit
- Must NOT have received farm mechanization financial assistance (FSSM/OTA-SFI) within the prescribed cooling period as per Agriculture guidelines
Not Eligible:
- Medium and large landholding farmers owning more than 2 hectares of cultivable land.
- Farmers applying for heavy power machinery (tractors, power tillers, rotavators) — which fall under FSSM, not OTA-SFI.
- Purchases of uncertified, non-ISI, or unapproved implements from unauthorized non-empaneled vendors.
