What is Pradhan Mantri Ujjwala Yojana (PMUY) / Ujjwala 2.0?
Pradhan Mantri Ujjwala Yojana (PMUY) was formally launched on 1 May 2016 in Ballia, Uttar Pradesh, by the Ministry of Petroleum and Natural Gas (MoPNG), Government of India, to empower rural and poor urban women through universal access to clean cooking fuel. Under Ujjwala 2.0 (launched to expand reach to migrants and uncovered households), the scheme provides an enhanced connection package: (1) Deposit-Free LPG Connection with zero security deposit for the 14.2 kg (or 5 kg) cylinder, pressure regulator, Suraksha hose pipe, and Domestic Gas Consumer Card (DGCC) passbook; (2) Free First LPG Refill; and (3) Free ISI-certified Two-Burner Gas Stove/Hotplate provided at the time of installation. To ensure continuous affordability, the Government of India provides a targeted DBT subsidy of ₹300 per 14.2 kg cylinder for up to 12 refills per financial year directly into the beneficiary’s Aadhaar-linked bank account through the PAHAL (DBTL) platform. PMUY connections are strictly issued in the name of an adult woman (aged 18+) belonging to eligible vulnerable categories (SC/ST, PMAY-G, Antyodaya Anna Yojana/BPL, Most Backward Classes, Tea Garden workers, Forest Dwellers, or poor households verified under the 14-point declaration), provided no other family member in the same household possesses an existing LPG connection. In West Bengal, eligible women can apply online at pmuy.gov.in or through authorized distributors of IndianOil (Indane), Bharat Petroleum (Bharatgas), or Hindustan Petroleum (HP Gas).

How the ₹300 Refill Subsidy DBT Operates:
Step 1: Booking & Paying the Retail Price at Delivery
The consumer books an LPG refill with their distributor (Indane, Bharatgas, or HP Gas) and pays the prevailing RSP (Retail Selling Price) upon delivery.
Step 2: Automated DBT Credit to Bank Account
Within 2 to 3 working days of successful cylinder delivery, the Central Government credits the ₹300 targeted subsidy directly into the consumer’s Aadhaar-linked bank account.
Step 3: Annual Cap of 12 Subsidized Refills
The ₹300 subsidy is applicable for up to 12 domestic refill cylinders per household per financial year (April 1 to March 31).
PMUY vs. West Bengal’s Lakshmir Bhandar Scheme:
PMUY is a Central Government clean cooking energy scheme providing a deposit-free LPG gas connection, a free stove, and a ₹300/cylinder refill subsidy. Lakshmir Bhandar is a separate West Bengal State Government social security scheme providing monthly cash assistance (₹1,500 for SC/ST and ₹1,000 for General/OBC) directly to adult women. They are completely independent programmes.
Strict One-Connection-Per-Household Rule
A PMUY connection is issued ONLY if no existing LPG connection is registered in the name of the applicant or any family member living under the same ration card/household. Duplicate connections are detected and blocked automatically via OMC de-duplication software.

Payment Method
The entire initial connection package (security deposit for cylinder and regulator, installation fee, DGCC booklet, free first refill, and free two-burner stove) is 100% funded by the Government of India. For subsequent refills, consumers pay the retail selling price to the distributor, and the targeted ₹300 subsidy per 14.2 kg cylinder is automatically transferred into their bank account via Direct Benefit Transfer (PAHAL/DBTL).
