Pradhan Mantri Krishi Sinchayee Yojana (PMKSY) is the Government of India’s transformative umbrella irrigation initiative launched on 1 July 2015 to address systemic agricultural water challenges across the nation. Formulated with the overarching vision of "Har Khet Ko Pani" (Assured water for every agricultural field) and "Per Drop More Crop" (Maximizing crop productivity per unit of water), the programme is implemented jointly through three central ministries: (1) Accelerated Irrigation Benefits Programme (AIBP) and Har Khet Ko Pani (HKKP) administered by the Ministry of Jal Shakti (DoWR, RD & GR), focusing on major, medium, and surface minor irrigation projects, command area development (CADWM), repair, renovation and restoration (RRR) of water bodies, and groundwater development; (2) Per Drop More Crop (PDMC) administered by the Department of Agriculture & Farmers Welfare (MoA&FW), providing capital assistance of 45%–55% (55% for Small/Marginal Farmers, 45% for other farmers) for micro-irrigation technologies such as drip irrigation, micro-sprinklers, portable sprinklers, and on-farm water storage ponds; and (3) Watershed Development Component (WDC-PMKSY) administered by the Department of Land Resources (Ministry of Rural Development), focusing on ridge-to-valley rainwater harvesting, check dams, and soil-moisture conservation in rainfed and degraded areas. PMKSY is an infrastructure and technology subsidy scheme—it is NOT a direct cash-handout like PM-KISAN, and distinct from drinking-water missions like Jal Swapno. In West Bengal, PMKSY interventions are implemented across agricultural districts through the Department of Agriculture, Water Resources Investigation & Development Department (WRIDD), and Panchayats & Rural Development Department.
PMKSY operates as a multi-pronged Centrally Sponsored Scheme with distinct funding patterns across major irrigation infrastructure, on-farm micro-irrigation subsidies, and watershed management.

PMKSY divides interventions across four key pillars: (1) AIBP: Accelerated completion of ongoing major and medium national irrigation projects; (2) Har Khet Ko Pani (HKKP): Command area development, surface minor irrigation (SMI), groundwater development in safe zones, and renovation of traditional water bodies; (3) Per Drop More Crop (PDMC): On-farm water efficiency via drip/sprinkler subsidies, precision fertigation, and secondary storage structures; (4) Watershed Development (WDC-PMKSY): Ridge-to-valley soil moisture conservation, percolation tanks, and rainwater harvesting structures.
Farmer applies through the State Agriculture Department / Matir Katha portal, submitting land records (Porcha), Aadhaar, bank details, and source of water proof.
An empanelled micro-irrigation supplier surveys the field, prepares a customized drip/sprinkler layout based on crop spacing, and submits the estimate for administrative approval.
After physical installation and geo-tagged verification by agricultural officials, the subsidized grant amount (45%–55%) is released via DBT.
PMKSY does NOT disburse universal cash payments to individual farmers. Micro-irrigation equipment subsidies (PDMC) are provided through empanelled manufacturers and state nodal agencies against verified land documents. PMKSY is completely separate from drinking-water schemes like Jal Swapno and crop insurance like PMFBY.
Micro-irrigation under PDMC delivers water and soluble fertilizers (fertigation) directly to the root zone, reducing evaporation loss, suppressing weed growth, saving 30%–50% water, and improving fertilizer use efficiency.

Financial assistance for Small and Marginal Farmers (55%) and General Farmers (45%) to adopt precision micro-irrigation technologies.
Comprehensive development of surface minor irrigation, canal networks, check dams, and RRR of traditional water bodies.
Exact document requirements can depend on the application type and applicant circumstances. View our common documents checklist
Primary identity document for DBT authentication and beneficiary registration.
Proof of land ownership, survey plot numbers, and cultivable area.
Bank details with IFSC code for Direct Benefit Transfer of approved equipment subsidy.
Proof of availability of farm pond, borewell, canal, or river water source and pump connection.
Guidance: Ensure the applicant’s bank account is active and matches the beneficiary name exactly before institutional submission.

Determine whether you need on-farm micro-irrigation (Drip/Sprinkler under PDMC) or community irrigation / pond support.
Submit an application through the West Bengal Agriculture Department (Matir Katha portal) or local Block Assistant Director of Agriculture (ADA) office.
An authorized micro-irrigation agency surveys your plot, prepares a design layout, and generates an official cost estimate.
Upon administrative sanction, the system is installed on your field with all required filters, mains, laterals, and drippers/sprinklers.
Agriculture department officials inspect the installation, record GPS coordinates, and disburse the eligible subsidy (45%–55%) via DBT.
Subsidies under Per Drop More Crop (PDMC) are transferred directly into the farmer’s Aadhaar-seeded bank account through Direct Benefit Transfer (DBT) or adjusted against the farmer’s share through designated state nodal agencies. Major irrigation projects and watershed civil structures are funded directly through government departments.
