Pradhan Mantri Kisan Samman Nidhi (PM-KISAN) is a flagship Central Sector Scheme launched by the Government of India on 24 February 2019 (effective retrospectively from 1 December 2018) under the Department of Agriculture & Farmers Welfare, Ministry of Agriculture & Farmers Welfare. The scheme provides income support of ₹6,000 per eligible landholding farmer family per year, disbursed in three equal installments of ₹2,000 every four months (April–July, August–November, and December–March) via Direct Benefit Transfer (DBT) directly into beneficiaries' Aadhaar-linked, NPCI-enabled bank accounts. An eligible 'farmer family' is defined as a unit comprising husband, wife, and minor children who collectively or individually own cultivable land as per respective State/UT land records. While the scheme initially targeted small and marginal farmers with landholdings up to 2 hectares, the landholding ceiling was subsequently removed in May 2019 to cover all landholding farmer families across India, subject to prescribed exclusion criteria such as institutional landholders, constitutional post holders, serving/retired government employees (excluding Multi-Tasking Staff/Class IV/Group D), pensioners receiving ₹10,000 or more per month, income tax payees of the previous assessment year, and registered practicing professionals (doctors, engineers, lawyers, CAs, architects). In West Bengal, eligible landholding farmers receive PM-KISAN benefits alongside the State's flagship Krishak Bandhu (Natun) scheme, subject to state land-record seeding, Aadhaar verification, and mandatory e-KYC compliance on the official PM-KISAN portal (pmkisan.gov.in).
Under PM-KISAN, the Government of India provides ₹6,000 per year to every eligible landholding farmer family, transferred directly in three equal installments of ₹2,000 each through the Public Financial Management System (PFMS) and Aadhaar Payment Bridge (APB).

To ensure assistance reaches genuinely deserving agricultural households, PM-KISAN strictly excludes: (1) Institutional landholders; (2) Present/former constitutional post holders; (3) Present/former Ministers, MPs, MLAs, MLCs, Mayors, and Zilla Panchayat Chairpersons; (4) Serving or retired Government/PSU employees (except Class IV / Multi-Tasking Staff / Group D); (5) Pensioners with monthly pension ≥ ₹10,000 (except Class IV/Group D); (6) Income tax payees of the previous assessment year; and (7) Registered practicing professionals (Doctors, Engineers, Lawyers, Chartered Accountants, Architects).
A family unit comprising husband, wife, and minor children owning cultivable land in state records receives ₹6,000 per year in 3 installments of ₹2,000. Even if both husband and wife own separate land plots, the family receives ONE annual benefit of ₹6,000.
If the landholder paid income tax in the last assessment year, the family is ineligible under the statutory exclusion criteria.
A retired Multi-Tasking Staff (MTS) or Class IV / Group D employee owning cultivable land is ELIGIBLE for PM-KISAN, as Class IV/Group D pensioners are exempted from the government pension exclusion.
PM-KISAN is a Central Sector Scheme (₹6,000/year). It is completely independent from West Bengal’s state-funded Krishak Bandhu (Natun) scheme (which provides up to ₹10,000/year cultivation support + ₹2 Lakh death benefit). Eligible farmers in West Bengal can receive benefits under both schemes simultaneously provided they meet the respective eligibility criteria.
To continue receiving PM-KISAN installments, beneficiaries must complete: (1) Aadhaar-based OTP e-KYC (on pmkisan.gov.in / PM-KISAN App) or Biometric e-KYC (at CSCs); (2) Land Seeding verified by state revenue/agriculture authorities; and (3) Bank account linked with Aadhaar and active on the NPCI mapper for Direct Benefit Transfer.
