What is Jal Jeevan Mission (JJM) – Har Ghar Jal?
Jal Jeevan Mission (JJM), spearheaded by the Department of Drinking Water and Sanitation (DDWS) under the Ministry of Jal Shakti, was announced on 15 August 2019 and launched in 2019 to transform rural public health across India under the vision of "Har Ghar Jal". The mission guarantees that every rural household, government school, Anganwadi centre, Gram Panchayat office, and health centre receives a Functional Household Tap Connection (FHTC) providing at least 55 litres per capita per day (lpcd) of potable water conforming to Bureau of Indian Standards (BIS 10500:2012) quality norms. JJM is not merely a pipeline construction project; it is a community-driven, decentralized service delivery programme. It integrates: (1) Water Quality Monitoring & Surveillance (WQMS) utilizing NABL-accredited testing laboratories and Field Test Kits (FTKs) operated by trained village women; (2) Source Sustainability through groundwater recharge, check dams, and rainwater harvesting; (3) Grey Water Management using soak pits and stabilization ponds; and (4) Decentralized Governance via Village Water & Sanitation Committees (VWSC) / Paani Samitis (with mandatory 50% women representation) implementing 5-year Village Action Plans (VAPs). In West Bengal, rural piped water supply works are executed in synergy with the state’s dedicated "Jal Swapno" initiative through the Public Health Engineering Department (PHED), serving millions of rural households with treated piped surface and groundwater connections.

Village-Level Water Planning & Execution Flow:
Step 1: Village Action Plan (VAP) Formulation
The Gram Sabha and Paani Samiti prepare a 5-year Village Action Plan assessing water demand, drinking water source availability, pipeline routes, and grey water management.
Step 2: Technical Sanction & Pipeline Execution by PHED
The State Public Health Engineering Department designs surface/groundwater treatment plants, overhead reservoirs, distribution networks, and installs individual household meters/taps.
Step 3: Continuous Water Quality Testing & Community O&M
Trained local women test tap water twice a year for chemical and bacteriological purity using FTKs, while the Paani Samiti manages daily operation and local maintenance.
Relationship Between Jal Jeevan Mission & West Bengal’s Jal Swapno:
Jal Jeevan Mission is the Central Government’s national rural drinking water policy framework. In West Bengal, rural piped water infrastructure is executed on the ground by the Public Health Engineering Department (PHED) through the state’s dedicated "Jal Swapno" mission. JJM is strictly for domestic household drinking water—completely separate from agricultural irrigation schemes like PMKSY.
Water Quality Surveillance in Contaminated Areas
In areas affected by geogenic contaminants (arsenic, fluoride, iron, and salinity), JJM prioritizes piped surface water supply schemes from rivers or installs community water purification plants to supply potable water.

Payment Method

No direct cash transfers are made to individual citizens.
