What is Swami Vivekananda Merit-cum-Means Scholarship?
The Swami Vivekananda Merit-cum-Means Scholarship (SVMCM) Scheme is a premier financial assistance programme of the Government of West Bengal administered by the Higher Education Department. Comprehensively revamped in 2016 to expand coverage and substantially raise scholarship rates, SVMCM supports students studying at recognized institutions across West Bengal from Class XI–XII, Polytechnic, Undergraduate (Arts, Science, Commerce, Engineering, Medical), Postgraduate, to M.Phil and Doctoral research levels, subject to academic merit and family income criteria.
Primary Purpose:To provide financial assistance to meritorious students from economically weaker families across West Bengal, enabling them to pursue higher education from higher secondary to doctoral levels.

SVMCM provides monthly financial scholarships calculated according to the academic course and directorate. It is a merit-cum-means scholarship grant and does not have to be repaid like an education loan.

General Family Income Ceiling: ₹2,50,000 / Year
The general annual family income ceiling under SVMCM is ₹2.5 lakh per annum. However, as specified in the official guidelines, the family income criterion is NOT applicable to Board Toppers, Kanyashree (K3) postgraduate applicants, M.Phil scholars, and Ph.D. researchers.
Detailed Verified Monthly Scholarship Rates:
Higher Secondary (Class XI & XII) — ₹1,000 / month
For students passing Madhyamik with at least 60% marks enrolled in Class XI/XII in West Bengal schools.
Diploma / Polytechnic Courses — ₹1,500 / month
For students enrolled in state polytechnic institutes with at least 60% in qualifying board examination.
Undergraduate General (Arts / Commerce: ₹1,000/mo | Science: ₹1,500/mo)
For UG general and professional degree courses (UGC approved) with minimum 60% in Higher Secondary examination.
UG Professional (Engineering / Medical MBBS/BDS: ₹5,000 / month)
For degree courses in Engineering, Architecture, Pharmacy, MBBS, BDS, and allied medical fields with at least 60% marks in 10+2.
Postgraduate General (Arts / Commerce: ₹2,000/mo | Science: ₹2,500/mo)
For PG university students with minimum 53% marks in Honours graduation (55% for engineering PG).
Research Studies (M.Phil / Non-NET JRF: ₹5,000/mo | Non-NET Ph.D. / NET-LS: ₹8,000/mo)
For registered doctoral and research scholars pursuing advanced academic studies in state universities.
Directorates & Administration:
Applications are routed through designated directorates: School Education (DSE), Technical Education & Training (DTE&T), Public Instruction (DPI + K3), Technical Education (DTE), and Medical Education (DME).
Integrated Kanyashree K3 Component
Girls who received Kanyashree benefits and pursue regular postgraduate degrees in Science (₹2,500/mo) or Arts/Commerce (₹2,000/mo) in West Bengal universities with at least 45% marks in graduation are eligible for the K3 component without family income ceiling certificates.

- Permanent resident / domicile of West Bengal pursuing regular full-time studies in recognized institutions in the state
- Academic merit: Minimum 60% marks in qualifying exam for School/UG, 53% in Honours for PG, 45% for K3, with continuous progression (no year gap)
- Annual family income not exceeding ₹2,50,000 (exempt for Board Toppers, K3, M.Phil and Ph.D. scholars)
Not Eligible:
- Students pursuing studies through distance education, correspondence mode, or unapproved private institutes.
- Applicants receiving any other state or central government scholarship for the same level of study (except Kanyashree).
