The West Bengal Bhabishyat Credit Card Scheme (also rendered as Bhabisyat / Bhavishyat Credit Card in government documents) is a flagship credit-support initiative administered by the Micro, Small & Medium Enterprises and Textiles (MSME&T) Department. Introduced in supersession of the earlier Karma Sathi Prakalpa, the scheme enables aspiring entrepreneurs aged 18 to 55 years to access bank loans up to ₹5 lakh without providing collateral or third-party guarantors. The Government provides margin money project subsidies along with an interest subvention mechanism ensuring an effective subsidized interest rate of 4% per annum.
Bhabishyat Credit Card provides business loan facilities sanctioned by designated commercial and cooperative banks, backed by state margin money project subsidies and interest subvention. It is a loan facility, NOT a free cash grant.

The scheme features 100% state credit guarantee support (with ₹73.76 crore maximum guaranteed during FY 2025–26 and ₹203.94 crore outstanding at year end as per the 2026 Guarantee Statement), eliminating the need for private collateral security or third-party guarantors.

Bhabishyat Credit Card is a subsidized business loan that must be repaid according to the bank loan sanction schedule. It is NOT an unconditional free grant. Loan sanction depends on bank credit evaluation.
Bhabishyat Credit Card (up to ₹5 lakh, MSME&T) is strictly for setting up business enterprises. In contrast, the West Bengal Student Credit Card (up to ₹10 lakh, Higher Education Dept) is exclusively for higher education studies.

The official Government of West Bengal scheme guidelines state that individuals who are existing bank loan defaulters are not eligible to apply. Applicants must have a clean credit history with commercial and cooperative banks.

Formulate a realistic business proposal outlining project costs (up to ₹5 lakh), machinery, and operating capital.
Submit your application through the official West Bengal Government Bhabishyat Credit Card portal with required personal and business details.
Upload scanned copies of Aadhaar, residence proof, bank passbook, and detailed business proposal.
The district MSME&T / DIC authorities screen the project and sponsor eligible applications to designated partner banks.
The bank conducts its appraisal and, upon sanction, releases the loan with state margin money subsidy and interest subvention benefits.
Sanctioned loan amount and state margin money subsidy are credited directly into the entrepreneur’s designated business bank account.
